Google has released it’s url shortener url service. However, it would appear the only way to access the web page is to type in the url: goo.gl. I cannot find a link from the drop-down menus once signed into your Google account. The service is also not listed in on their More Google Products page.
With this in mind, I guess one can only bookmark it.

A couple of days ago, Google announced they will no longer be supporting Google Wave. I wanted to write a short article expressing my disappointment at this discussion:
